A federal judge will hear the complaint against Billings police officer Grant Morrison which resulted in a deadly shooting.  The wrongful death lawsuit filed by the family of Richard Ramirez of Billings, killed by officer Morrison during a 2014 traffic stop, has been moved to federal court.  The complaint alleges that Morrison acted unlawfully. Morrison, the City of Billings, and Police Chief Rich St. John are among the defendants named in the lawsuit.

 

The request to have the case moved to federal court was made by the defendants, who argued that the federal court has proper jurisdiction over the civil matter.  Ramirez, who was in the back seat of a vehicle, during a traffic stop in April of 2014, was a suspect in another shooting the night before, but Morrison didn’t know Ramirez was in the vehicle he stopped.
